Laying a paper in the House of Commons involves sending an electronic copy of it to the Journal Office. Lithographed stampsare printed from an absolutely flat surface so that the ink of the design lies smoothly on the surface of the stamp, the characteristics of stamps printed by this method being a flat, smooth appearance. The surface of the paper is often specially prepared, sometimes with the object of getting a good surface on which to print, at others to prevent postmarks being cleaned from used stamps, so that they may be used again.

It is these portions which represent the design of the stamp and which receive the ink during its transfer onto paper. The texture of the surface is the primary concern for art papers. Several factors influence the texture of a paper: The characteristics of the ink used in printing the design are not likely to trouble the ordinary collector, but its colour is important. The colours in which stamps are printed often cause confusion to collectors, chiefly because there is no recognised system of naming them, even if we could be sure that any two collectors see the same colour alike. (Image credit: Hannah Wills)In both traditions, the laid structure in the paper forms because the fibers from the pulp that collect on the mould sink into the small spaces between the wire or bamboo, leaving fewer fibers on the protruding parts of the mould. This makes the paper a bit thinner in these elevated areas. Sometimes the pattern is more pronounced, but other times you need to know what to look for: a grid of strong vertical lines, called chain lines, divided by more delicate and plentiful horizontal lines, called laid lines. We call this kind of paper laid. When we change the angle of light and let the light shine through the paper, we create transmitted light—that’s when the chain and laid lines become clearly visible. Early stamps were issued in sheets in which no provision was made for easily separating stamps. Scissors had to be resorted to. Then came the perforating machine, whose pins produced regular lines of holes between the stamps, so that their separation was easy.

Line Pairs (LP): Most coil stamp rolls prior to 1891 feature a line of ink (known as a " joint line") printed between two stamps at various intervals, caused by two or more curved plates around the printing cylinder. Artists have many different types of art paper to choose from, ranging from super-smooth surfaces to very rough, "toothy" papers. Some papers are best with soft pencils, pastels, and charcoal, while others are better suited for watercolors. You will find no shortage of paper to work with. It is also the preferred paper type for business stationery and is widely used for this purpose. Uncoated paper is becoming more and more popular for the printing of prestigious brochures and catalogues for companies who want to give a more natural feel to their image but without the expense of recycled material, and for this reason its the best alternative for the coated art paper.
